01
The Challenge
The European Union has supported Trinidad and Tobago’s development for decades, yet public awareness of that work and its impact remained limited. The EU Delegation needed a partner to raise national understanding of its cooperation projects.
Between 2019 and 2021, SWF&CO was entrusted with implementing the EU–GoRTT Communications and Visibility Strategy, an initiative designed to highlight EU-funded cooperation projects and strengthen awareness of their impact. The Covid-19 pandemic then brought significant challenges, forcing the cancellation of several high-profile activities.

Our Approach
What began with strategic communications training evolved into a comprehensive programme of public engagement, event execution, media relations and stakeholder outreach. SWF&CO:
- Provided ongoing media support
- Executed signature events such as Europe Day and the European Film Festival
- Coordinated environmental initiatives, including major coastal clean-ups
- Facilitated communications workshops for government ministries
One of the landmark achievements of the partnership was the EU Coffee Table Book, a visually rich archival publication documenting two decades of EU–Trinidad and Tobago collaboration across security, agriculture, infrastructure, human rights and the environment. SWF&CO led the concept development, writing, design, photography oversight and full production process.
When the pandemic struck, SWF&CO adapted quickly, shifting to virtual platforms and modifying event formats to maintain visibility and public engagement during an unprecedented period.

The Results
Across seven years, SWF&CO played a central role in shaping the national narrative of EU-driven development. Through consistent messaging, creative outreach and strategic communications, the agency strengthened public understanding of the EU–GoRTT partnership and amplified its contributions to Trinidad and Tobago’s progress.
