The Challenge
The story of Digicel in Trinidad & Tobago is, at its heart, a story of transformation: breaking monopolies, reshaping connectivity and ushering in a digital future for a nation.
In the mid-2000s, telecommunications in Trinidad & Tobago were marked by limited access, exorbitant costs and sluggish innovation. When Digicel became the highest bidder in the Telecommunications Authority of Trinidad and Tobago’s (TATT) 2005 spectrum auction, winning the licence to operate a GSM network, it set the stage for a new era. Within six months, Digicel’s footprint spanned fifteen Caribbean countries, but in Trinidad & Tobago the work was only just beginning.

Our Approach
SWF&CO played a pivotal role in Digicel’s market entry, steering the communication strategy through the local launch and working in tandem with Digicel to unveil more than 200 retail stores across the nation on April 6, 2006. Customers queued from before dawn to be among the first to experience a provider that promised choice, competitive rates, sleek handsets and service with heart.
SWF&CO managed media campaigns, press relations and on-the-ground coordination, ensuring the public message reflected the hope and energy Digicel embodied. Communications spotlighted:
- 24/7 customer care
- More than 10,000 Top-Up locations
- Retail access stretching from Icacos in the south to Charlotteville in the north of Tobago
As the years unfolded, SWF&CO supported Digicel through key regulatory and public policy challenges. During a complex interconnection dispute adjudicated by TATT’s Dispute Resolution Panel, SWF&CO’s strategic counsel ensured the company’s response maintained its integrity, professionalism and focus on long-term regional goals.
When public concerns arose about the health and safety of Digicel’s cell towers, SWF&CO led a robust information campaign clarifying that the towers met and exceeded safety regulations, highlighting international design specifications, Town and Country Planning Division standards and endorsements from the International Commission on Non-Ionizing Radiation Protection.

The Results
The launch was more than a business milestone; it was a cultural reset. In every corner of the country, Digicel’s vibrant red branding became synonymous with possibility, and facts and transparency reassured the public through moments of concern.
Over time, Digicel evolved from a mobile operator into a fully digitised technology ecosystem, offering broadband, media and cultural content, cyber security solutions and more. With each new development, SWF&CO advanced in parallel, handling crisis communications, event planning, media monitoring, executive messaging and corporate social responsibility initiatives with unmatched consistency.
